Ambassador Feisal Amin Istrabadi, Deputy Permanent Representative of Iraq to the U.N.

On Thursday, March 11, 2010, the World Affairs Council of Kentucky/Southern Indiana will continue its Global Issues Forum series with Ambassador Feisal Amin Istrabadi, Deputy Permanent Representative of Iraq to the U.N.

Amb. Feisal Amin Istrabadi is currently a visiting professor of law at Indiana University. Ambassador Istrabadi focuses his research on the processes of building legal and political institutions in countries in transition from dictatorship to democracy.

He brings a multi-disciplinary approach to studying the emergence of constitutionalism in such societies, including questions of timing and legitimacy, issues of transitional justice, and the political and cultural factors which influence the process of democratization. Ambassador Istrabadi lectures often at universities and think tanks on Iraq-related issues. He appears frequently in national and international media. Prior to his diplomatic appointment, Ambassador Istrabadi served as a legal advisor to the Iraqi Minister for Foreign Affairs during the negotiations for U.N. Security Council resolution 1546 of June 8, 2004, which recognized the reassertion by Iraq of its sovereignty. He was also principal legal drafter of Iraq's interim constitution, the Law of Administration of the State of Iraq for the Transitional Period, and principal author of its Bill of Fundamental Rights. Before contributing to the reconstruction of Iraq, Mr. Istrabadi was a practicing trial lawyer in the United States for 15 years, with approximately 70 civil trials in federal and state courts, focusing on civil rights, employment discrimination, and constitutional torts. He also served a Senior Legal Fellow for Legal Reform and Development in the Arab World at the International Human Rights Law Institute at DePaul University's College of Law in Chicago.

WAC Presents... Series

Gene Coyle, Former CIA Operative

On Thursday, March 18, 2010, the World Affairs Council of Kentucky/Southern Indiana will continue its WAC Presents... series with Gene Coyle, Former CIA Operative.

While American foreign policy has been almost exclusively focused on terrorism, Iraq and Afghanistan since 9/11, Russia has returned to being a major participant in the world of espionage. This has been possible due to the billions of petrodollars that have flowed into the Russian Treasury and the guidance of Vladimir Putin, himself a former KGB officer. We will look at the signs of this resurgence and discuss what are differences between today's SVR and the old KGB.

Mr. Coyle hails from Indianapolis and received his B.A. and M.A. from Indiana University. He joined the CIA in 1976 and served for thirty years, working mostly undercover in field operations, specializing in Russian and East European affairs. He spent some 14 years abroad, including assignments in Moscow and Bishkek among others. He also worked at CIA headquarters in the area of interagency coordination of human intelligence. After the events of September 11, 2001, he returned to operational work until coming to Indiana University in 2004 to teach as the CIA Visiting Professor until his retirement in 2006. Since then, he has continued to teach courses on the role of intelligence in US foreign policy for IU and has also written two fictional, but inspired by true events, spy novels: The Dream Merchant of Lisbon (2004) and No Game for Amateurs (2009).
